Didn't seem to work at the time, but its finally sync'd up the latest release (but not my project changes :p).

I recently (40 minutes ago) re-tagged the latest beta version of my addon as release and it doesn't seem to be getting picked up on the Curse website.
Its appearing as a package on CurseForge, just not on the main site. Is the sync broken or do I actually need to change a file for it to be repackaged as release? I want to repacked as release as the beta fixes a problem with the previous release, but doesn't seem to be getting picked up (presumably because of people using the curse client).

Yes and yes. Without OmniCC enabled it just shows the default radial cooldown on the button. I might spend some time cleaning up the code a little bit and just send it to you. Then you can take it or leave it as you see fit.

I was wondering if you were interested in adding this as a feature? It's very useful to me as a lock, and I could see it being useful to some other classes if it were added for buffs as well.
My current implementation is a bit of a hack. It applies to all debuffs (no friendly buffs), and there is no option to switch it off (I found it a bit annoying when it shows for Sunder Armor on my warrior, but its useful for demo. shout).
I can provide my copy of the source if you're interested.

I've just recently started trying my hand at addon coding, and I've made a change to Quartz for my own purposes.
In long battles (ie boss battles), I've found it hard to work out which DoTs are not up. I have to look through the meters and determine which are missing. To alleviate this, I've changed Quartz Buff so that it leaves expired meters on the list for (currently hardcoded) 10 seconds before hiding. It also colours expired DoT icons red. Expired DoTs are placed at the end of the list. It does this for current target and focus.
I plan to make it toggleable and the expired "grace" period configurable. Would you be interested in checking out a diff of the Buff.lua file I modified? You can probably do a better job than I did, but it might give you an idea of how to implement it. There wasn't a whole lot to do.
Further plans would be to make the icons click-castable to reapply the DoT, but that will require some protected button jiggery pokery and may turn into a separate project.
