Minecraft has many great mods. Even some bring in features from Minecraft 1.13+. However, there has yet to be a mod that adds in the Phantom, not for 1.12.2, anyway. It would be very nice if someone could find a way to create a mod that would add the Phantom because people we are very confident that people who prefer version 1.12.2 would download it immediately. Thank you and hopefully, this suggestion will be taken into consideration.
