You could design your own texture and name it UI-TargetingFrame-BarFill.blp
and put it in \Interface\TargetingFrame\ - it seems to use the default bar texture for name plates. I use GIMP and BLP2TGA to make mine here.
If you want just an odd shape, make a texture as per here and make the area around the shape transparent. Granted, they will empty/fill in the normal fashion. Then look at SharedMedia to make them accessible to the game. The instruction file that Seerah made is easy to follow and many unit frames will use it if available. I use it to recreate oUf_noVeL in Stuf for example.
Radial depleting is a bit trickier and I would suggest using the oUF layouts that use RingThing (there are a couple/three at WowInterface).

Also, for those wanting inventory stats on other toons/bank, BagnonForever works just fine with AdiBags (then again, no reason it wouldn't.)
