It seems to me that others posting about their rejections receive some reasoning with their rejection, though I don't know where to look for that. Keep in mind that a file for any project (like mods and modpacks) can be rejected for reasons besides the file itself, like the project title or description. The first file upload for a project triggers a review for the whole project.

It's normal for there to be a delay between approval and appearance in search results. It's showing up in search results now.

This is a feature that keeps modpack archives lightweight and preserves download counts for mods. Instead of modpacks containing the mods themselves, they contain a manifest.json file with mod project and file IDs. Launchers use these IDs to download the required mods separately.

In reply to l3oee:
Inside RAD's modpack, the manifest.json shows file ID 2816920 belongs to project ID 248027. CurseForge Widget can tell you what a project is by its ID like so: https://api.cfwidget.com/248027. If anyone knows a more direct way to find projects using their ID, please share!
Now that we have the project URL from CFWidget, we can build the file URL by adding /download/fileID: https://www.curseforge.com/minecraft/mc-mods/scaling-health/download/2816920.
And since that link seems to work fine now, I'm guessing the issue was temporary.

From the article:
We strongly advise against using the override to access apps [...] and cannot guarantee the safety of your game account if you decide to go forth and apply it.
If you are absolutely certain you wish to use Overwolf with Windows Insider, you can use the following override steps that will allow you to run Overwolf and all of its features:
- Close Overwolf (if running)
- Open the following directory: C:\ProgramData\Overwolf\Setup (%ProgramData%\Overwolf\Setup)
If you cannot locate the ProgramData folder, please make sure to enable the View hidden files and folder option (in Windows 11, click the 3 dots at the top menu and select 'Options'):
- Locate the file called 'SetupInfo.ini'
- Right click the file and choose 'Edit'
- Under '[General]' start a new line and type in
AllowInsider=True, so the result would look like this:
- Restart Overwolf

More Planets wants a higher version of Mixin. Do you have the dependencies More Planets needs?
How to install
- Install Minecraft Forge depends on version of the Minecraft you wanted to play (Recommended or Latest if possible)
- Download Galacticraft
- Download SteveKunG's Lib
- Download mod and put it into your .minecraft/mods folder.
Other than that, a common suggestion is to try Mixin 0.7-0.8 Compatibility, but this log is complaining about Mixin 0.6 so I'm not sure if it can help.

This was a known bug, fixed yesterday for my mods at least. I can see it's still an issue for yours and others' though. I asked about it in CurseForge's Discord support channel and it's been passed on.
