That's because it's not possible; Alt, Ctrl, and Shift are the only keys that can be used as modifiers in secure environments such as action bars/buttons.
The closest you could get would be to bind the F key to a macro that swapped between two pages, or cycled through pages in a fixed order, each time you pressed it. However, using this method would limit you to the standard 6 actionbar pages, and you would not be able to hold F, use an ability on the second page, and then release F to return to the previous page. You would have to press and release F to switch to the second bar, use the ability, and then press and release F again to go back to the first page.

I have a keypad and I would like to make a key such as the 'f' key or tilde key be a page modifier, because i'm tired of accidentally pressing alt tab or other combinations. I know you can do shift,ctrl, and alt; however, I cannot find the syntax for making a default key page a button in the same way.
