For my purposes just having a simple interface to show all incoming heals is fine. For those people who prefer a VisualHeal style display with time relevent information, they are going to be disappointed.
As a further update to the issue I am seeing (or not seeing) with incoming heals from tranquility:
In a random instance, while levelling my mage, the druid healer used tranquility rank 5 and I received incoming heal events associated with it. On my feral druid casting Tranquility rank 5 I get no incoming heal events.
I'm not sure when it started happening, but I recently noticed that incoming heals from Tranquility are not being shown.
Using my own healcomm interface and some instrumented code I am not seeing any healing events fired for Tranquility.
I have even tried backing up my Interface and WTF folders and just using Shadowed Unit Frames as an alternative, and that also fails to show incoming heals from Tranquility.
The testing I have done is with my Druid with a Feral spec and LibHealComm-4.0 v1.6.3.
The initial discussion was based on the fact that some people wanted to see all incoming heals, but did not want to send any data to anyone else. That is a specific case where I'm glad the authors of LibHealComm disagreed with.
This is different from the situation you are trying to describe archangel.
While I understand what you are saying, something just didn't 'feel' right about the incoming heals on penance.
To test it out I recorded a video of a penance cast with the combat log showing to see the sequence of events.
When casting on a friendly NPC I saw this sequence:
I normally play as holy spec on my priest, but recently I've changed from shadow to disc as my offspec.
I can't say I've noticed it before but using v1.6 of LibHealComm-4.0 I am not seeing the incoming penance heals as expected.
When I target myself I only get 1 tick as incoming heals (approx 3k) that is cleared after the first tick hits, the 2nd and 3rd tick have no associated incoming heal value.
When I target someone else I only get 2 ticks as incoming heals (approx 6k) that decreases as each tick hits, the 3rd tick has no associated incoming heal value.
Does this happen for anyone else?
edit: It looks like travel time may be a factor. when I lag a bit and cast on myself then I get an incoming heal value of approx 6k, but it gets reduced to 3k when the first tick hits which is almost instant. I would still expect the last tick to be shown as incoming heals though.

- initial tick hits target
- LHC gives 3k heal incoming

When casting on myself the sequence is the same, apart from the first 3 steps being instant.
It looks like the final penance tick is not being counted as an incoming heal.
