that's correct... a normal user should not be able to change files in that directory... and with vista you are usually a normal user.
because many (old) programs like to change files in that directory when they run as normal user there is a "shadow copy" ... the modified and added files look like they are in that folder but that's only for the current user, in truth they are stored in the users directory...
the problem is that if you change a config file there and the program is startet as adminstrator it will read the old version .. since your edit is only local for your user... and you can't really notice a difference it's a really nasty to find bug.
I understand 5. as that they don't want any request for donations within the game.
The 3. is mainly aimed about "impacting the server and other players".
I would guess that Addons that make to much use of the addon sync channel or use named chat channel for addon communication faction wide could scratch that rule.
I just wanted to add to the hot adding combo point thing because it's a bit wired.
If you use the auto-cast-on-self to heal yourself with hots and have malygos in target you put combo points on yourself but you can't use the shield (it will say that you need cp)... if you use a macro to cast the shield with [target=player] or switch target to yourself before casting shield it will work.
btw if you cast 1 the combo points on you will get deleted, because it's like a target switch or if you use self heal it will delete combo points you have on malygos
I don't think they will make it cost 5000g... Actually there were no blue post yet that names a number. I guess it will be something about 500g to 1000g.
They don't want it to be a premium feature that casuals can't access easily.
I would imagine that if they add more then 2 specs that additional specs would be really expensive.
small lags in cities and raids can be caused by hard drive access when wow has to load textures/models of other players / mobs.
i suggest that you defrag your hard drive after patching since the patcher changes the big data files and that might spread them all over your hard drive :9

No .. for the whole server<->client communication :9
AFAIK it's encrypted and compressed.. so compressing it again before feeding to the api would be just a waste of cpu cycles :9
