You need to clean your clickonce cache - at least that's what I think.

I was able to clear that out per the instructions ---> http://www.curseforge.com/projects/curse-client-v4-windows/forum/50-installation-issue-fix/

I'll keep those instructions handy when I have to do it again.

Here's the full text of the message:

Curse Client v4 is not able to update itself to the latest version. The error is:

The references assembly is not installed on your system. (Exception from HRESULT: 0x800736B3)

If you continue to receive this error, please uninstall this version, using the Windows Control Panel, then install the newest version from http://clientupdate.curse.com.

Would you like to go there now? When prompted, simply save then run Setup.exe (after uninstalling this version).

When I try to uninstall via the control panel a window pops up and quickly closes. So quickly I can't read it. The client still shows in the list of installed programs. I tried rebooting ... still same issue. So basically we can't update the client ... nor can we uninstall it. I fully recognize this is beta software ... though it appears you are no longer supporting/updating v3 which wouldn't be a big issue if v4 were somewhat stable.

I still cannot find where the client is installed. Is there a log file somewhere? Anyway, stuck in limbo at the moment.
