there is a simpler way to do it:

Create 3 panels of the same size, and place the on top of each other, make sure to set the layer value of each panel, 0, 1 and 2.

then set no border, and on the bottom most panel you make the border inset value 0
and on the panel directly on top of that, you set the border inset value at 2, or how thick you want your outer lines to be, then set a different color. then on the last and top most panel, you again set the border inset value to a higher number than on the 2nd panel, ie you want a 4 pixel colored border, and your outer black line is 2 pixels, then you set it at 6 and make that panel the same color as the very first panel, usually black.

so 3 panels/layers all same size and placement.
layer 0 black, no border texture, border inset 0
layer 1 green, no border texture, border inset 2
layer 2 black, no border texture, border inset 4

    simple and easy.

with eepanels2 there is an even easier way, you simply photoshop the border, and use it as a bordertexture, this way you can do it in just one panel, attached one i found in one addon and one i made myself, krsnik.tga gives just a white border, edge.tga gives you a glassy border.

looks great, and performs great, it seems.

a suggestion, or what ever you might call it, how about a /bufx player | target| party scale option?

    ie.

/bufx player scale 1 would set it to 100% size
/bufx party scale 0.8 would set it at 80% size

something like that would make em perfect, and well mobinfo2 support for the hp part of the target frame and you all set

i run with hmmm 80% ui scale and they just a wee bit small for my eyes.
