I would first try removing the settings file for the character that is not working. If you still get the problem, copy the settings file over from a character that IS working.
On the ZOMGBuff side it would probably be best to have an assertion instead of letting strsub fail. Not 100% sure what's the source of the problem with the Cellular code, other than a horrible naming convention and a probable mixup between the parameter `a1' and the local variable `a1'.
The issue is that game mechanics changed in the last patch. Whatever you are casting/chanelling will be interrupted if you switch gear. What is happening is that Wardrobe is not waiting for you to finish casting (the mining 'cast' for example) before switching your gear.
I don't know about ClosetGnome, but I know that Outfitter has addressed this issue already by waiting until you finish your cast before switching gear.
1) Some CCs have a chance to be resisted on each tick, which means they can break early randomly.
2) Diminishing returns.
3) Other players dispelling the CC.
This appears to go along the lines of things being suggested in this topic]http://www.wowace.com/forums/index.php?topic=14730.0]this topic (coincidentally, in the very same forum that this popic is in). While the purpose of the other suggested addon is somewhat different, they would both benefit from having a library to hook the in-game timer functions.
As for single situation based events like bank,vendor,auction, lvling, mailbox things like that.. could easily be done. but timed and zone based would be a bit more interesting...
I was thinking that the new timer/reminder functions that Blizz introduced could be (ab)used for the timed events. I don't foresee the zone event being too much of a problem either - I'd be worried more about taint than anything else. Which gives me the idea that it could also be set to alert when a certain amount of honor has been farmed.
Neat idea. I would suggest though to try to separate the note part and the conditions part. I could see the conditions part being handled by a separate lib, and the notes part just using that lib as a listener. That way the code can be reused for other purposes, e.g. raid warnings, etc.

Actually it does, if you have WoW installed in the Program Files folder. Permissions and all, just do a Google search for it.
