But even if the memory usage isn't being reported (for whatever reason), there are certain addons that are known to be memory hogs. We can't look over his shoulder and see what he is doing, so providing as much information as possible is the first step in figuring out if we even CAN help him.
And its made worse by him stating that he only notices it during a raid situation, so the standard 1/2 and 1/2 debug method really isn't feasible.
/shrug post your list of addons, lets see what you've got. My memory usage generally starts at 30Mb or so, and can balloon to 75+ depending on what I'm doing/what mods I have active at the time.
But total memory usage in and of itself isn't necessarily the problem.
I'm not certain if this is supposed to be a joke, a suggestion for a replacement, or what.
But today, I manually deleted cart_mining, manually downloaded it off of files.wowace, and still am recieving the same error.
Edit: Despite my dislike of the existance of the pre-Rock Cartographer, I decided to give that a shot. Loaded with no errors, no time to check if it actually works, though.
ya - Go UPDATE! i personally fixed this about a month ago.
That was of course the first thing I did. The day I made the post. Even deleted and reinstalled. And I've tried updating a couple times since then as well.

Replace Mining with Fishing, and thats my pair of errors. I've checked through various other threads that I could find, and nothing seemed to help.
I normally run disembedded, and AceConsole-2.0 is there. But just to make certain, I downloaded the core Ace2 framework, and that isn't working either. I also tried reinstalling _Mining with embedded libs and AceConsole-2.0 is there as well.
I have a strange bug that keeps occurring. As a Hunter, RB keeps applying talents I do not currently have, such as Master Marksman, which increases my attack power by 10%.
Even when I do not have that talent, it will still occasionally show composite AP totals in decimals, like +83.4. I have no other talents that increase my stats in a similar fashion. And like I said, it comes and it goes.
I had that same thing happen, and thought the same as you, that it was applying talents I didn't have. Well, I'm not sure if it does that on occasion or not, but one thing I figured out was causing decimal values: Blessing of Kings.
The mod would calculate the stats based on being buffed with Kings. I could click Kings, and stats would reappear the way I assumed they should.
Ok, so I'm starting to dig into CowTip some more, but there are pesky things that I've found, and can't seem to work around them. Looking for help.
First off, is there any way to NOT show a blank line when the tooltip's target doesn't have a particular item? For example, the top line for me is [AggroColor][PvPRank] which returns their title, colored based on hostility (which works and is what I want). But when the target doesn't have a title set, there is just a blank line, then the rest of the info.
My second thing, is similar to the first. In the default setup there is some plain text (Target:) and then the tags for showing the unit's target. But in this case also, if the unit has no target, I would like to hide this line completely, rather than have the tooltip show Target: None.
For both of these, similar to how if the unit has no guild, its as though that line wasn't there at all. (At least, with the default setup. I can tell no specific tag/code used in that situation.)

While it's true that ItemRack has its own background when it is unlocked, the Skinner plugin for ItemRack creates what is essentially a middleframe that goes behind the buttons, locked or unlocked.

That would work too.. I almost feel guilty about the "XXXX addon is loaded but the skin is not in the SkinMe directory" message when I log on.
