Which option I have to edit to get rid of the thing marked in the screenshot?

Is there a way to highlight your own debuffs on your target? This is important for me to see how long my Thunderclap etc. lasts.

Choose a different text for your health text, or edit the DogTag yourself.

As to your second question, to my knowledge you cannot do this with PB3. PB4 supports it, however -- I recommend switching.
