The only problem I'm currently having with 2.4 and LibDogTag-Unit-3.0 is that PowerColor is, apparently, setting the text alpha to 0 for that line. Here's the tag:
[HasMP ? PercentMP:Percent:PowerColor]
There's no visible error - just a blank spot. This is happening in both PitBull and CowTip, so I'm fairly certain LibDogTag-3.0 or LibDogTag-Unit-3.0 is the culprit.
LibDogTag-3.0.lua line 70 sets the color for mana. I'm only seeing 3 numbers, so that is the RGB. I'm guessing the issue is in LibDogTag-Unit-3.0\Categories\Power.lua, either line 178 or line 180, but I don't know lua well enough to debug beyond this.

PS: It works perfectly, as long as I don't include the :PowerColor modifier, so that is the issue, I believe.
You obviously didn't read any of this thread. As previously mentioned, all three of the things you're asking about have changed in the new version of DogTag.
1. Color tags now require quotes around their arguments, e.g. Color("DFFF00")
2. Units are now specified with named aruments, e.g. Name(unit="target")
3. Nesting can be done using [], (), or {} as desired.

I found how to re make some easy tags I had, but for the hard ones, I am totally out, I am not as you good in programing and I dont even know what means Nesting regarding tags. So yes, I try and try and that since March 3. I even posted in this thread.
I went through all the lib dogtag3, trying to find out how to do, I am sorry, call me dumb, stupid or whatever, this is actually too hard for me, and I feel sad and mad. Took me numerous months to learn for the other lib, and just when I am done, all is scratch and that's it.

Also for the 3rd time I am asking why the dogtag for castbar are not working on Player and Target frame, and why the dogtag for the castbar TOT is semi working ? (cast time duration is made of gazillon of number)
If that is normal then say it, if that is not say it too.
For help with tags, please post in the "HELP!" forum. I will be posting some more info on the syntax changes as soon as I get it written, so that you guys have some idea what needs to be changed in your custom tags.
I'm looking forward to the ingame help working again. I know it might be a while, but I really got used to the layout I had, to the point, I'd rather not play then play without.

Do what I did and revert back to an older version of the addon. I reverted cowtip and pitbull back to older versions and they work fine. As far as learning the dogtag rules, if it's frustrating you this much, then it's not worth it, find another addon that won't aggravate you. I've changed/dumped a lot of addons that take too much of my time, since I don't want to spend hours upon hours learning how to configure 1-2 addons (like you, I'm not that great in coding or programming my background is surgery).
Is there any web-based documentation for the tags? I like the in-game one, but it's sometimes nicer to load it up in a browser and be able to search it. If there isn't anything already done, maybe it's possible to pull a page out of the LUA-based documentation once it's updated. I can look into something like that once the help is working again and I can figure out where to look for it.
I think the new version of Dogtags is even harder to understand then the previous version. I picked Pitbull up last week and needlessly spent 2 hours or so learning how it worked, not knowing a change was in the works. Still, I managed it.
When I got the new version of Pitbull yesterday I spent an hour on it and made no pregress whatsoever. Thank you however for trying.
In the meantime I need to change the health text on my player bar and could use some help.

If you're no longer getting talent information, you need to install LibTalentQuery. It is needed now but isn't included in CowTip at the moment.

Did find a typo though:
HasMP(unit)
Return True if unit has no power type at all
[HasNoMP] => "True"; [HasNoMP] => ""
Tag is HasMP but description/example are for HasNoMp.
