The cooldown numbers themselves look like OmniCooldownCount. However, I think the debuff icons are coming from some other addon which OmniCC supports, I don't know which one that is. If you look to the right of the target frame, you'll see a smaller set of debuff icons with no cooldown numbers which I think are Pitbull's.
This seems to happen randomly when I switch targets but it does happen on average once every 4-5 target switches. It is not mob specific as it happens when I target myself sometimes and I can clear it by targetting nothing then myself again. I have been playing with my current combination of addons for almost a month now and have never had this problem on my alliance mage (which I play most often). I update my addons daily and this has been happening for a week now so I figure it is not a known bug yet. I also have not noticed this behavior on my warrior.

This happened to me too, just with the combat icon. It turned out that whenever a party member got in combat their combat icon would span my entire targetframe - I figured out that it was because the combat icon wasn't positioned at all so it was just thrown onto that frame instead.
My advice to you is this!
Turn on configuration mode and make sure that all the unitframes you've got enabled have their auras positioned correctly.

I will try this the next time I get a chance.
question ~ how did you turn the health and power bar to those shiny looking ones?
the texture is called LiteStep IIRC. I believe it is in the SharedMedia addon but I am not positive (It got into my texture list somehow)
This is my current setup.. I just have a few quips with the way it's behaving:
I have the Pet frame (top left) set to the exact same scale and width as the player (and all other frames for that matter) yet it's always like 1 or 2 pixels shorter than the rest. That might not seem like a big deal to some, but it is to me :). Also, notice the threat bar in the above pic (bottom left, kind of hard to see because I'm OOC).. When I move into a neutral area that doesn't need the threat bar, it disappears and my bottom row gets out of alignment:
So I guess my question is, could you add an option to replace the threatbar with a blank space bar when its not needed? Or just keep it from disappearing? Thanks for the great work so far.
this is the first time i'm using a unit frame mod so maybe this is applicable and maybe it's not...
i think it'd be great if enemy heals were indicated on your current target. i believe that information is available from the combat log, but maybe it's not. if it is, it seems like it wouldn't be too hard to line-up simple, selectable icons of recent healers associated with your current target. you and associates pound on a tank and he just doesn't die, so you click over to the guy healing him and deal with him first. a 2ndary feature might be to remove these enemy healers once a friendly targets engages them (by damaging or incapacitating them) so you don't all click over to the healer.
another thought i had was an indicator for when your target has a fear or polymorph (or whatever other incapacitating spell) being cast on them. people will often unsheep enemies because they began casting before the enemy was sheeped. if they knew a sheep was in progress, they could select a new target before beginning their spell cast. a noise might be the best way to indicate this.
here's another thought -- priority targets. a seperate target frame (or set of target frames?) the only show up under certain selectable cases. ideally, there'd be a slash command or hotkey to quickly select these targets.
priority targets would be things like enemies casting polymorph or fear on you, enemies healing your target, enemies casting certain "high damage" spells (pyroblast, for example), allies reaching low health, flag carriers coming into range (either enemy or friendly if you are a healer), etc.
so you're in combat and somebody starts casting fear, so you pop your cs macro which includes the target change command and put an end to that. or everybody's pounding the enemy fc and a healer starts casting a heal, so you disengage the holder and deal with the healer (kick, cs, sheep, scattershot, silencing shot, etc).

This would only work out of combat, it's functionality that Blizzard removed in patch 2.0. What would work in combat is displaying the information (if it exists in combat log), but you'd have to select the healer yourself.
Since you'd have to manually select the healer anyway, it might be possible to display in SCT with custom events.

This won't work either, same reason as above, could only work as an indicator, but you can't select the enemy.
I guess showing casting in progress on your current target would work, if the caster is in your party/raid, sounds like a nice idea for a PitBull module.

aww. :( how do raid interfaces work then? if you're in combat and notice a friend is being injured, how do you click on a raid button to cast a heal? does it only allow switching targets (or focus) if you're switching to a friendly unit?

Raid frames and the like are able to do the click-targeting through secure templates provided by Blizzard. There are secure templates for party, raid, etc. but I doubt Blizzard will be adding one for "enemies healing my target" anytime soon.

rats. i see they removed the generic targeting function and the ability to create macros on the fly.

ya .. blizard Kicked us in the Junk saying "L2Play Noob" when they did all that secure stuff in 1.12

Havent seen any mention of this, but does anyone have a solution as to why the "Hide Party in Raid" option doesnt seem to work in BGs?It's quite annoying to have the 5 man party frame up along with my personal raid frames.

Its a simple change in Aura.lua:
petBuffs = {
[BS["Bestial Wrath"]] = true,
--snip
[BS["Warp"]] = true,
[BS["Well Fed"]] = true,
}
