I am getting the hiccuping in non-raid too. LvL 24 hunter.
I turned off EVERYTHING and it was gone - turned on one at a time
and I found it is PitBull. I even tried it with PitBull being the
only mod on and it was still there.
When you can tell it the most is (Im a caster)
when you get right to the end of your cast(bar)
it hangs the most.
Anytime a big word (most letter)
pops up on the screen it hangs.
When every you click on a mob/npc it hangs.

To answer your question.
