It's not even showing up on curseforge and I'm not even sure if I still even need it in my addon folder and it says that on the addon page on the twitch addon updater
Best bet is to delete it and see what happens. Yes, you might find an addon that suddenly fails because it is looking for that library, but in theory all addons that used it long ago updated to built-in Blizzard code.
If you do find a failing addon, chances are it is just as antique as LibBabble-Zone-3.0.
