Thanks for looking into skinning AchieveIt. Unfortunately, it didn't seem to do anything (using latest versions of both, and skin isn't disabled). TipTac's skin works perfectly!
The BulkMail skin was obsoleted a while ago, although BMI does use QTip which is skinned. Which version of BMI are you using? I installed the latest release, 16.08.21, but it has errors and doesn't load.
The reason the button isn't skinned is because the skin relies on the AchievementUI being enabled in the Player Frames options as well as Button skinning being enabled, which is disabled for TukUI. As you are using AddonSkins, looking at the screenshot you provided, you have disabled this option.
AddonSkins provides a skin for AchieveIt which skins the button.

Outfitter issue only happens on the context menus in the Character Screen and LDB right click and started after last Blizz patch (9.1.5). Was perfect until then.
Another issue which I think but I'm not so sure is the LFG which I don't use any Addon. The issue is that when I try to start a group in LFG (Questing, Custom, etc.) it doesn't show what I'm typing however it's typing indeed because when I click List Group it works and what I "blind" typed it's there. If I misspelled and click edit again doesn't show what I'm typing. As a side note, Reloads fixes the issue.

While you said you were not able to reproduce the Outfitter issue it's fixed now with this version...as for the LFG I'll let you know if is fixed or not since 90% of the time is good as soon I log in...As soon it happens and IF happens again I'll do a screenshot and post it here so you can see it.

The latest version of TukUI, 20.23. Along with AddonSkins and ProjectAzilroka.
BMI has been updated to version 2021-11-11, which fixed the backdrop issue. Still not partially skinned.
