That looks similar to an issue previously found to be due to Bartender 4 and its vehicle UI replacement. Have you tried updating that addon and/or changing whether it uses the default vehicle UI (the Bartender settings not Skinners).
You just need to go to the WoW in game menu. Select Interface, select add ons, select skinner. Then select UI frames and disable the main bar section. That will get rid of the black bar at the bottom of your screen. Jncl had to remind me as well not too long ago. :)

Ah, I learned something that wasn't so obvious that there's a directory full of skins and to copy/paste them into the Skinme directory. That seems to have solved the hard to read Mapster problem, but if I didn't want to use the Mapster skin then I'd have a hard time reading any of the quest text. :P

Really love this addon thanks for all the work. It doesn't seem to play nice with xperl.
