I don't think the DBM skin does anything but skin the /dbm config frame itself. You have to edit the options/xml files yourself to change the look.
When bringing up the calendar raid invite window, the very last tab for total number of accepted/declined/tentative invitations appears bright white -- much like the Scrap tab from my SS a couple posts back.

captured it in fraps and posted it up so you can view it for yourself http://www.youtube.com/watch?v=BPWN82gV16Q
Only affects the picture when facing south or southeast/west.. when your camera turns north everything is fine, very odd.
If you need me to do anymore testing just ask as I'd rather use the viewport than not.

I was hoping to get the actual DBM bars skinned, if that's possible to do through skinner.
This is a Blizzard issue not a Skinner one. Try setting the Liquid Detail to Good.
No graphics setting changes it from my testing, tried water at all levels.
This also affects ground spell detail like pali consecration, disappears when you have the camera pointed south, reappears as you turn it north just like water.
Did more testing in other zones and I can only duplicate it in Uldum and Throne of the Tides instance at this time. You may be right that it's a Blizz thing.

Does Skinner make the timer bars and whatnot look pretty? I've been using my own edits, so haven't noticed. I think that's what he's referring to.

Slider set to ultra then ground clutter set to low and view distance set to good.
