It seems the author didn't update or quit playing and someone else made the changes and the old skin throws errors when trying to apply it.

Are you sure that it's a Skinner error, the line numbers don't seem to make sense to me. What error capturing AddOn are you using ? Really need more info to track it down if it is Skinner. The fact that another AddOn isn't working would seem to suggest that it isn't a Skinner's error.

I think this is an issue with the libraries included with the Skinner package, the line numbers all relate to lines in AceAddon not in Skinner, Skinner is only referenced because it has loaded the version of AceAddon being used.
There was an issue earlier today with the Packager on WoWAce which may have caused this.
Please try an earlier version of Skinner for the moment or the no-libs version.
It will hopefully get fixed next time I make some changes and the package gets rebuilt.
