So I've created my entire layout in Photoshop(took a screen shot in wow and worked off of that) and now that I've gotten to the point where I make my panels, I'm having a hell of a time getting them sized properly. What gives?
Example: I could create a bar at the bottom of my screenshot, 1280px wide, taking up the entire width of the screen, then when I set it as the texture on a panel with a width of 1280, the texture ends up being wayyyyy too wide.
Ok, so I'm fairly new to this sort of customization of the WoW UI, and frankly I'm just lost here. Despite my best efforts to try and figure out what I'm doing, I've only figured out how to bind one thing to a window: My player window. However, even then I don't think I am doing it right. I look around and I see people who bind their spell bars, their minimap, and a large variety of things to panels. I'd like to ask if there is anything out there for beginners, like myself, to learn how to use the mod.
I will add that the tutorial, even if for eePanel, doesn't work. The website is currently suspended.
The wiki has a bunch of info on parenting, including the macro you can use to find out a frame's name (so you can parent/anchor to it).
If you want to parent to a specific mod and are having problems, seach this thread for the addon's name, and see if you get a hit.

2) Dunno what you mean. When you set the parent, the anchor will auto-change to be the same (you can then change the anchor if you want). The wiki explains what the difference between them is: eePanel visibility/opacity is inherited from the parent, positioning is inherited/related from the anchor.
3) Try using the macro over one of the buttons, and use the button as a parent, then manually size the panel to be the size of your buttonbar.

I did manage to figure out everything in regards to parents and anchors, as well as found out what my deal with #2 was. It was just not having the strata lined properly, so instead of grabbing my minimap (which was what I was working with at the time), it was grabbing the panel.
Now, what I'm trying to understand is how to make a panel that will, say, carry three of my spell bars. When I move the panel, all three spell bars move with it. Now, I know I can anchor a panel to one spell bar and moving that one bar will move the panel, but how would I get the other two bars to move with the panel? This is what I'm currently trying to grasp in regards to #3.

The short answer is you don't.
The long answer is that it's probably possible, but it would take someone who's knowledgeable enough to write their own lua script which will parent the bartender actionbars to the eePanel (ie: someone not me).
This was the UI in particular that pointed me to eePanels2, and does bring up some of what I'd like to do. The things that caught my interest were how a FuBar is bound to a panel and the FuBar is sized with the panel. I'm not sure if this is something FuBar can do natively, it's certainly not a functionality I've found in its menus if it does.
I also noted how his chat boxes are entirely gone. When I looked over the list of mods this person used and how they worked, they were using "MiniChat" which only minimizes a chat to a single line, not make it disappear entirely. I am assuming he has his chat bound to a panel and is making the panel disappear via lua in such a way that it makes his chat disappear too. I don't quite know, thus why I'm trying to learn from here.

Are you sure the eePanel isn't just hidden behind the Target frame? It gets resized when you parent it.
Undock your FuBar and make sure it's unlocked (it is by default). Drag the edges to resize and drag the FuBar around your screen. (edit: you can also resize when it's still attached to the top/bottom)

What do *you* think the purpose of panels are? They're just art and textures. Frames do things on their own. Hide/show, movable, etc. You can just make the panels do those things *too* with parenting and scripting.
It's possible. When I checked the dimensions of the panel and the location, it displayed as:
Width = 100%
Height = 100%
Vertical Position = 0
Horizontal Position = 0
So, I assume that even though I initially setup a frame to be a specific ht/wdth ect, I need to reset it after I parent it?
Yes. Your panel is now 100% the width and height of its parent and has no offsets from its parent. You can either enter in the dimensions you had before for height and width, or do 110% or whatever.
