Bag and menu bar are really a must have, since many default hotkeys may be remapped.
Highlight plugin is handy sometimes, but not compulsory, since looking at the AB instead of buff frame is a habit and nothing more. Same goes for roll bar.
Castbar, IMHO, is not necessary at all, since it doesn't support target, mirror and pet cast bar.
Frankly speaking, I always preferred Bongos to Bartender, but now I am hesitating a bit, because Bongos feels kinda overfeatured and Mangos lacks bag and menu bars.
I intentionally cut out a lot of features in Mangos to see what people complain about. I have honestly not put too much thought into the bag and menu bars up to this point, but feel as if they have a use. The real question is if they belong in Mangos core or not.
Cast bar: This is something I want precisely because it does not include the things you specify. Actually, I always think about doing mirror bars, but solely to unify the look of the casting and mirror bars.
Highlighting: I like it. I've not determined how I will implement it yet, but likely as Mangos_BuffHighlighting or something of that sort. Unless I figure out a good reason I need to build it directly in.
Also, did I mention how profiles work in Mangos? Every one is set to use the profile, Default, by default. Paging settings are saved per profile, per class.
I also want to second the requests for bag and menu bar. Those are still button bars in the default UI, so I don't think they're outside the scope of an action bar mod at all.
I would love to update from Bongos2 to Mangos (WTB ButtonFacade support and state show options), but if these features aren't in that would mean either passing it up altogether or using two separate mods to handle my bars.
Also, you mentioned 10 bars in your description -- is that number fixed? And does it mean each bar will be restricted to 12 buttons? That would seem very inflexible, and a huge step backwards from Bongos2.

I don't show the bag & menu bars them on my UI, yet I'm not fully sure that it's not Bongos3 who's hiding them, so here's a tentative vote to see the bag & menu bar separate from the core, while allowing the core to hide them :)
I'm just wondering Tuller if you want us to start posting bugs yet... I noticed that the delete bar feature doesn't work and can only hide them. I also want to cast a vote for a micromenu bar as part of the core addon. I use bagnon and just open bags by hitting the B key... I would want a bag bar too though if I used default bags. I really think a mod that removes a certain function of the default ui should replace that function or allow it to still remain as part of the default (unless it's a mod that's designed specifically for that purpose). My suggestion would be: Make cast and rollbar a seperate addon, or at least a plugin, since these don't belong into a barmod imho. Bag and menubar are already part of the standard actionbars and should definitely included.
If you want to make Magos as simple as possible I'd even suggest to avoid a plugin-system.
I tried out Mangos for a bit last night with ButtonFacade. I noticed that if you are using the keyboard the skins look fine, but as soon as you use your mouse to click on a button, the default UI button skin shows up. I don't think this is a fault with my personal BF skin, since it is really just Zoomed with a backdrop and 2px smaller icon (for a 1px black border look), and it works normally with Bartender4.

Also for any one wondering: No, I cannot reuse the shapeshift buttons and have them still look pretty. Thank some "Lets set the normal texture sizes for shapeshift buttons when updating frame positions" code blizzard has in :P

Mangos 1.1.0 is up. It contains menu and bag bars. Does not look like BF provides support for skinning bags, so I'm not enabling it.
