In it's current state cyCircled doesn't really need attention from its author. It isn't broken. If you want to create your own branch version with new/different features, go for it, but it's rather presumptuous to imply that an addon is abandoned or broken and ask other authors to "pick it up" simply because it just works as-is and your feature requests were ignored.
I routinely ignore users of my addons. If I'm busy with other things, I don't even check for user feedback. Even if I'm not busy, I frequently just "lurk" and don't bother responding to posts that aren't reports of something that actually needs my attention. It's too much work to respond to everything, especially when the response to the majority of posts would be a simple "no". /shrug
First of all, Sairen is still around, though probably busy. In fact, I talked to him a few months ago and he mentioned a possible new version of the add-on. Don't hold me or him to that, though. :P
Secondly, Phanx is correct. The add-on is working fine, so there's nothing to be changed insofar as general usage.
As far as modules/plug-ins, that's up to someone else to write and test them. If you have a plug-in or an updated version of one, you can either send it to me or SVN and do it yourself. But make sure you've tested it full first. Skin packs are separate and are to remain that way.

I believe the author of SBF does plan on adding target buffs/debuffs, either as part of SBF or as a plugin for it.
As for applying cyCircled skins to EBB, I don't think it's currently possible to apply skins to things that aren't buttons (EBB icons are just textures). I tried once to get cyCircled to skin a non-button icon, and had no success.
