The path in WAU is correct but the file is not anywhere on my pc.
Does WoW generate this file or does WAU?

WoW generates it. It's based on the settings you have in game for things such as instant quest text, show helm/cloak, gfx settings.. Basically all NON-addon settings, but settings from WoW itself are stored in that, it's generated at first login I believe.

On a new installation I am getting this error:
Could not find file Config.WTF
