A while back I made my own solution to this problem, and it's a DataBroker plugin.
I put it together because I found that no matter what I tried, every mod out there seemed to suffer the issue of "The Random Reset". :/ This would set in after a period of time, due to something calling the functions again.
It was driving my roomie and I absolutely bonzo, so I had to do something about it. It took many iterations of Mad Hatter before I finally managed to pin it down.
I actually did a battery of tests not that long ago to make sure it's solid, and it seems to be. I tried flying, dying, reloading the graphical engine, much task-switching, idling for long periods... et cetera. Nothing seemed to faze it.
I've been using Mad Hatter ever since, and I've not seen the random reset issue set in since.
I don't recommend Mad Hatter over anything else really unless you see the random reset issue yourself, but if you do... Mad Hatter may just be your solution.
The helm/cloak thing drove me nutts untill i found HatTrick.
Especially the top end lvl 70 backs drives me nutts, the favourite green+purple combo makes me sick (reminds me of some icky old puke). And the few nice looking ones (white/black pure color, or pure with ofcolor border) just dun have the stats (like pure hearted) to compete.
And helms are just as bad, half of em are buggy when it comes to display of hair/ears/horns/tusks/(eyebrows). T6 priest one looks almost good on NE, if it wasn't for the eyebrows sticking out through the fabric. (Making holes for ears/horns to make it fit sure, but eyebrows, comeon...)
Outfitter also has some options (per itemset) for showing/hiding back/head.
