Logged on after the unknown-change "hotfix" applied by Blizzard on July 31 to the live realms (v2.4.3.8606). I use the default Blizzard tooltips; their rounded corners were changed to 90 degree angles. As well, they now have bright white borders. The interior of the tooltip frames, though, were unchanged.
Several other frames in the UI had lost their rounded corners as well and/or gained the unasked-for border (X-Perl unit frames, IconHelper, Omen default skin & so on).
To make sure I was not hepped out on the junk and/or mod updates done did not change anything, logged onto a different server test character. All addons turned off. Sure enough, the default Blizzard tooltips were changed to having 90 degree angle corners as well as having bright white borders.
Maybe you have a texture overriding the default in Interface\Tooltips? (UI-Tooltip-Border.blp) At least mine looks just like it.(came with s.tooltip) Edit: Ah yeah, it was lolTip :)
I think loltip has a texture replacement as well. It's really close to the one I use anyway, so I left it. Saves a lot of time in the re-pathing of textures in several things I use now, like MakeRocketGoNow.
I decided to install Loltip (from Wowinterface) the other day. And of course, didn't look at the unzip folder paths. Had it disabled on all characters until I had time to test.
Sure enough, the most recent version of Loltip plants a UI-Tooltip-Border.blp & UI-StatusBar.blp in \Interface\Tooltips when you unzip. The first mod in 3 years of use here I've seen do that.
Mods should keep thier own **&^ing textures in their own &*^ing folders. &*^&, &@^*, *%(^ :D.
Glad you found the cause, just so you know hotfixes are server side, they don't change the client at all so a hotfix can't do what you describe in the first post.

Indeed, you need a patch to change game files, hotfixes are server file changes.

LMAO... I just modify what I can through those textures, but it's me doing it on MY wow install just for me.. lol So you don't hate me, right?
