Say I'm playing my friend's char once in a while. Is it possible for me to change around the position of his spells only on MY computer so I don't mess with his settings on his own?
It's not possible, Actionbars are saved server-side.
However you can use an addon like Simple Action Sets or the more recent Action Bar Saver
to save his configuration in a profile and yours in another and swap the two when you play or leave the account.
(unless you're a family member btw, I think it's technically "forbidden" to use another account)
