With all my ace addons I can never seem to get below 30-35mb with about .5-1 increasing rate while in a raid. Franky in many mass debuff situations both those numbers climb really high. There are somethings I can afford to live without and often turn them off through mods or just the plain old Addon selection screen.
If you are a performance nazi but still a addon junky... then YOU are who I want to talk to!

Memory usage doesn't matter blah blah blah unless it affects performance blah blah blah..... Trim down what you don't use as much/what you don't need. I'm currently at 37MB myself (flying on the bird atm).

Pffft 37MB, I don't touch 21MB in combat (I know I can go a lot lower as well, others were able to)
List the addons you are using when you experience high memory usage. You mentioned debuffing and raiding. If you don't tell us what you are using, we can't give many suggestions other than removing what you don't really need.

I've recentlly been working on a new UI thats full art (no blizz) and is standing to be completed at 16mb.
Im basically writing cut down optionless derivatives of current addons.
Got an svn Funkeh? Some of those things you're writing, I would love to look at :) (I am pretty much doing the same, but slower and less effective since this is in fact my first real lua dabble)
When I look for mods, I always strive to get the best there is for what I want. That includes feature set, performance, ease of configuration and continuance. I take all these into account when selecting mods. Of course many times there isn't a wide selection of mods that does what you want so you gotta compromise or just live without the functionality. Sometimes I find mods that only strive for low memory footprint lacks in ease of configuration and feature set and as I don't have a memory problem I may go for other alternatives. But other mods with super-low memory footprint may be superb for what they do, and then of course I am very happy with getting everything I want.
My list so far of does a function for the cheapest memory/increasing footprint.
Bars (I need scaling, and defined button counts per bar) - Switched to Klappa over BT3
Raid Frames (I need bars, name, offline/dead, and 1-3 debufs shown only) - Switched to Bunch of Bars over Pitbull single raid frame
Player/Target/Focus - No selection yet but have tried a couple with limited happiness.
Scrolling Combat Text - I need custom events with beeps but not spamming damage in or out (using MSBT currently over Parrot)
Gear sets - Using closetgnome but havnt compared memory to itemrack, only need 'queing' and in fact could do this all with macros if i had combat queuing support.
Baud Consumables over Autobar
Chat Control - Using Prat but only care about URL linking, player name coloring, and timestamps
Tooltip - Using Cowtip but looking for lower footprint (actually went and found the old tinytip yesterday)

Try mumble, idChat, uhm a chat addon that is text only. PhanxChat I believe does all three other then timestamps as well. ( I am most likely missing a few)
I don't know... I can't say that it feels to me like smaller is better. I had well over 100MB at some time, working like a charm, and had a major drop in framerate when I tried to lower that and got it to about 50 or so. Now I am using a healthy mix between Ace and non-Ace addons that seems stable and nice enough to me, and I am somewhere between 60 and 80 again. No glitches, living quite happily.
Bars - I vaguely remember that Cogsbar was very very low on memory, while offering almost all the functionality of BT3. Also, Bongos2 eats up a bit less memory than BT3, too, while having a nice config and all. And then there is LunarSphere. It is not small by itself, but if you use it to also replace stuff like AutoBar, Freerefills, Automaton, Necrosis, Klappa, most Totem buttons and such, you can definately save a lot of memory. Sphere-Addons are a bit of a style-thing, tho - not everyone likes them. Hate to say it, but none of these addons are Ace'd. :)
Tooltips - if you only want the tooltips out of the way, banished to some corner of the screen, then LitheTooltipDoctor is probably as small as it gets.
