What about addons that use libraries not (yet) licensed under a free license? Gratuity, SpecialEvents to name a few. Is it possible to GPL addons that use such libraries? Would the GPL include these libraries (maybe against the wish of their respective authors) or can they legally be treated as separate parts with a possibly GPL-incompatible license?

It only checks if the X-License flag is set in the TOC file, and if found, displays the info.
