I'm not Tekkub, but I'll answer. Blizzard has a tool to extract the interface portion of the MPQ cleverly hidden on their site, behind a couple of links. For the moment, it is currently living here.
It can normally be found by going to the main site (www.worldofwarcraft.com), selecting Complete List under Downloads, then selecting Custom U.I. Toolkit under Other Downloads. Enjoy.
