So I guess noone will mind if I add code to send the target of heals to others in RockComm? With above arguments Cartographer and PitBull are the best addons to put that code in - much better than having one library in Grid, the other one in sRaidFrames and no comm in the default UI.
Actually now that I'm thinking about it, why not add broadcasting how much money you have (including alts) to deal with the "I can't afford to pay repairs/buy flasks", or relaying all chat channels per default? Imagine the possibilities.
This feature has significant pro's and cons (just like everything in life..).
The main problem (imo) with it is that it's yet more needless broadcasting/addon channel spam. The amount and volume of stuff being broadcasted via the addon channel mechanism is pretty crazy nowadays.

OP: At the end of the day you only really have 2 options. Turn the feature off or remove rock.
Look, there's no working around the fact that it's "on" by default.
Things that are an invasion of privacy even in the limited context of a virtual world should present
an "opt out" clause when loaded or at least come with the default setting at "off".
Addons that would use that functionality to enhance the game in some way
can override the setting (eg. EnhancedLFG).
There was a similar issue with the old comm, transmitting loot_open.
Both functionalities can serve specific needs (weed out combat looters in the first case,
or whatever you can do with other people's talents in the second).
Still it should be a choice, and for it to be a choice it should be apparent.
(hence "opt out" question or default "off").
Many addons ask you to perform initial configuration when first loaded.
If RockComm presented users with a question:
"RockComm can share your talents with other RockComm users. Do you want to enable this option?"
That's choice and no one could complain.
It's another matter that a communication library should strive to be content agnostic.
Specific functionality should be in addons.
as for the needless b/casting.. ive seen the actual addon communication and it's a rather small "One-Liner", comaritively to others that send alot of trash.
By the way and partly unrelated, it would be great if we had a way to find out which addons on the SVN are using a specific library. Not only would it allow you to quickly search for all Ace3 / Rock / ... addons, but also library developers could check which addons are using their library. I've needed this more than once (and I didn't want to download the entire SVN and grep through the root, which is the only (non-recommended) solution I can think of).
...like Rock sending that person's talent information without them knowing about it? :)

you can get that information from the armory anyways .. maybe the armory information is out of date when you just changed your talents but how often is that the case ...

I downloaded and checked out the libraries in the most recent version of Cartographer on Curse. A cursory glance at RockComm shows that the talent sending code is present in the version. As an added bonus, the specific version of Cartographer does not have any method of disabling the code.

But whatever happened to removing features that didn't need to be in core from core? I thought that was the whole downfall of Ace2 and why Rock / Ace3 etc. were formulated in the first place? Put all these things in a "common communication" addon or something for people who want to broadcast things they might want others to know but aren't readily available by the default API, and then let other addons use that one as a library.

That's my biggest complaint as I'm without broadband and all these things do add up at some point. I live in a rural area where broadband is not available :( I'm glad ckk decided not put in the options to disable this though as I was going to scrap my Fubar plugins rewrite to Rock all together because I didn't want to hear all the grief from friends and guildies.

To "kill" things like this just make addon that does fake talent announces. They will be not trusted then so have no use. Much better way than Scrooge.
I'm all for privacy but in this particular situation there isn't actually much privacy left to protect. Simply put, modulo some uncertainly, one can alt-tab and web-browse the armory for the same information. I certainly have done this a few times. If it was information that wasn't already made accessibly by Blizzard in some form, I'd see it as a completely different story.
A somewhat more consensual idea would be to make the activation of this come with a popup. Something like 'XYZ has requested your talent build. Would you like to: "Send once" "Send always" "Ignore once" "Ignore Always"?'
I think that'd work rather well, but I don't mind the current setting either tbh. Of course maybe Blizz will in WotLK put lots of Armory-type info in-game anyway, which would moot all this. I wouldn't be surprised.
Certainly knowing someones talent build (even if roughly, like feral or marksman/survival hybrid) is a legitimate concern given the current game tuning for certain content. Yet I love to heal with my shadow priest and collect good gear, but people can inspect if needed and possibly one could make that remotely communicable too ;)

That feature in a framework looks like an hidden function (yes i know this can be disabled, but, its not by default) and, after all, who care about configuring a framework which is supposed to be silent... in background... (additonnally, to prevent ace/rock war, involved people say that end user should'nt care about the frame framework, only the main addon count, so yes... who care?)
I really love cc knight works, (im using all of his addon in fact), but this is a trust issue.
