I don't believe what I want has ever been done, but portions of what would be needed for this addon have already been accomplished. Making the frame would be simple for someone (who knew what they were doing), it's getting all the code to coincide and gel that's the hard part.
In short, I want to create a xp bar addon that is reminiscent of the one used in City of Heroes. Now, before you go shooting the idea before it has a chance to grow and prove itself please read this thread I posted on Wowhead.

I read your post on wowhead, and I'm still not really clear on what you want. This part in paritcular makes no sense to me:
Instead of the xp just "popping" into the bar (as it does now) it would grow at a certain determined rate,
How would an XP bar that filled up at some fixed rate be even remotely useful? You don't gain XP at a steady rate in WoW. You gain XP in chunks of varying sizes at varying rates depending on what you're doine. Having an XP bar that showed some pretty sliding thing instead of your actual XP would be useless. Even if you base the fill rate on your current rate of XP gain, it still won't be accurate unless the only thing you're doing is sitting in one area grinding the same mobs endlessly, and I don't know anyone who has ever leveled that way in WoW.
If I've completely misunderstood what you mean, maybe you could find (or create with FRAPS or a similar utility) a video that shows the CoH XP bar in action.
I think it got something. Let me try to rephrase :
Let us suppose you need 1000k xp to reach the next level. What you would like is to display each completed chunk of 100k xp as bubbles around your portrait and a bar showing your progress in the current chunk.
For example, if you're at 845k/1000k, it would display 8 bubbles and a bar at 45%.
I played CoH for a long time; for anyone still not clear on what he is asking it basically works like this.
You have "x" bubbles. Each bubble is either full or empty.
You have an experience bar. Instead of representing the amount of XP required to reach the next level, it shows the XP required to complete your current bubble. So you're XP bar would refill "x" times for every level. When you complete the bar, you unlock the bubble you were working on and the bar resets to 0 while you work on unlocking the next bubble.
I always liked the CoH method as well, you really feel like you are making more progress (but back when CoH was new the EXP curve was insane to get to the level cap - just filling a bubble was your huge accomplishment at the higher levels).
