I don't know if it's even possible to create what I have in mind for an addon, so I'll also describe why I'd like to see this developed; If this is NOT doable, i'm sure some much smarter person than I might be able to point me in a direction to find some addons/other apps hopefully close enough to what I'd wanted- to ease my pain of boredom...
When grinding/questing/kickin it online when there's not much going on (like no big guild raids at the time), it can get a bit quiet- so I turn on some music. And right about the time some track gets me totally in the groove, I wish that my fellow guild members would be able to listen in on my playlist, or me tuned in to theirs.
Is there a way to create a new guild "channel" for sound clips/music/verbal guild announcements, etc. that would be more or less a one-way channel for members to listen to if they chose? I'm envisioning a separate volume control so one could basically make it background music, muted, or fully blasted grind-soundtrack; Also, I'd like to see the ability to sign up for "time-slots" this "MC/DJ person" to lessen the possibilties of people arguing over somebody monopolizing/terrorizing the channel, and not allowing for fair-sharing opportunities for everyone else who'd like to give it try.

That's not doable with an addon. You may try tricky things with a custom voice channel and some clever sound settings involving virtual channels (to avoid echoes and sending your own client sound) but the sound quality would be horrible.
Hi. I've actually been doing exactly what you want for a long time. As was stated, no addon can do this. However, I just recently hosted an addon called RadioRequest that I've been using to aid with the broadcasting.
Go get yourself shoutcast and winamp, and then go to www.no-ip.org. Get a free account there, and set up a redirect to your computer with a host name of your choice. You can then give your guild mates the hostname you created through no-ip, and it will link to your shoutcast at any given time. Using the combination of the addon and shoutcast, I was easily able to stream music constantly based on player requests.
Personally I use Shoutcast and then broadcast it from a server in a data center I happen to have which allows for more than 100 people to listen at once without my home bandwidth going down the tubes. The concern you should have is the quality you will be broadcasting at and the number of users. If you setup a channel in vent that only you can talk in and they can listen that should work because the server will rebroadcast the audio for you using the remote servers bandwidth. You will be limited to the quality of the Vent server codec. The way I do it I broadcast using 128kb unified stereo which is very clear and crisp quality and I can be raiding and using Vent while its going. Depending on how serious you are you could look at renting a Shoutcast server to rebroadcast your music. I have players I put on our website's also. For example www.shadowleague.net and www.benevolenceguild.com have players on each. One uses flash, one uses wmp, real, or itunes, and the other loads into winamp for a direct stream.
