I have no idea how to find out when I can accept the Wintergrasp quests again - except flying in and looking, which is kind of annoying with several twinks.
Is it possible for an addon to get a cooldown timer or a similar notification about the cooldown of the Wintergrasp quests? Does anybody know how the game stores this? On client or serverside only?

They reset every Tuesdays (on US servers) at the same time as your 7-day raid instance lockouts. That is to say, they usually reset during server maintenance if there is one that week.
Prior to 3.2 the quest would reset based on when you accepted them, rather than based on a static period. I haven't done Wintergrasp since, so admittedly it may have changed considering the rather large changes to the system in 3.2.
If they consistently reset on Tuesdays with the raid reset then i may have found a way to track them with my addon - SickOfClickingDailies, tho as gamemaster128 says it could be more tricky.
It is definitively more tricky. Someone told me you can do the quests one time when attacking, one time when defending but since I've done "Slay them all!" twice when defending.
I haven't managed to write a diary ;-) but in europe they definitly don't reset during server maintanance (which is Wednesday early morning). Monday evening/Tuesday morning sounds more convincing, but as gamemaster128 said, I'm shure I did them twice a week on the same toon (because I'm only farming honor on one toon at the same time). Something about every 4 days ... but there doesn't seem to be a pattern, it really feels random.
I couldn't find any reliable information on the web. I will try to keep a diary from now on, it would be nice, if somebody else could do so too. It should be possible to to find out what tricky algorithm they use.^^
Edit: Most raid instances reset Wed. morning 9:00, daily quests reset every morning at 3:00 or 4:00 (depending whether daylight saving time regulation or whatever you call that applies or not).
I have also noticed what appears to be a 5 day (120 hour) timer on these "weekly" quests. However, weekly maintenance seems to always reset this timer. In addition, some rolling restarts (which we've been having a lot of lately) seem to reset these timers, too. There have also been a few occasions where I've been able to do the "resource gathering" quest more than once in a 5 day period, if a different random resource is available that day.
My advice would be just to get into the habit of doing these quests on the same days each week. Do them on Tuesdays and Sundays, or on Wednesdays and Mondays. Remember that some quests are only available while on offense or defense, so you'll need to do at least two battles. Then if you happen to be in Wintergrasp other days of the week, swing by the resource quest givers to see if another quest happens to be available to you.
I do them twice every week for a few months already. My experience is there are 2 reset triggers.
1. They reset every Tuesday 3am server time, same time as daily resets, for US servers.
2. They reset 4 days after you turn in the quest, with each quest on a different timer.
I started some testing on 3 toons (european realm):
I always did the 2 quests you can do outside of a battle (Slay them all and the daily farm-something-quest).
1. Tue 25, 23:00 - Wed 26 1:00
2. Sun 30, 4:00/15:00 and Mo 31, 23:00 (didn't have enough time on Sun). Did "slay them all" on a 4th toon Tue 3:00.
3. Could accept all quests again on all 4 toons Tue 1.9. 13:00 - did them 18.30-19:30.
4. [edit] Couldn't accept quests on Sat, but could accept all quests again on all 4 toons Sun 5.9. 23:30 - did them until Mon 0:30
So also on european servers there seems to be a general reset on Tuesday morning, somewhere after 3 am and before 1 pm, probably together with the other dailies. After that it looks more like 5 days but maybe I looked to late. [edit] 4 days this week.
So Whitetooth might be right ... in that case there would be no chance for an addon? Is there a possibility to store and display when you turned in the quest?
I think Whitetooth and Kaimon are right. And even on european realms the quests are reset every Tuesday morning though the weekly maintenance is scheduled every Wednesday.
actually this is quite trackable, even if they have differnet days they reset on. The method i use in SOCD can easily be adjusted to accomidate for this. However, an exact time would be nice.

as for #2, if it's exactly 4days to the second then that is quite easy to track and would only change My current method in SOCD by a little.
This is what I got for this week. Offensive quests were not available to me at all after doing the defensive ones in between the two days where I did the dailies. I did Wintergrasp at least twice a day everyday this week except for Saturday.

Grab SOCD - alpha from wowace and enable the extended tooltip. it has some fairly stable tracking code for this.
