Anyway, it looks like an older version of Neav UI. If you want to recreate it, you'd probably be best starting with the current version of Neav UI. Replace the included rune addon with nRune. I couldn't identify the exact oUF layout you'd want to get the unitframes and castbar, but browsing the oUF category on WoWInterface should give you plenty of layouts to choose from. If you don't want the actionbar art, you'd probably want to replace the included actionbar addon with Bartender or Macaroon or something; you might also need the ButtonFacade addon and the ButtonFacade_Thin skin to apply the texture to the action buttons.

The site is just blocking all hotlinking. Copy and pasting the address instead of clicking the link works fine. So does using any of the many redirect sites that remove referrer info like anonym.to.

The UI looks a lot like a personal mod of Neal's UI ! But beware, it's mostly LUA-configured, so if you don't know what you are doing, better keep your hands off it, or caefully read the already asked questions in the comments section.
And just because I found your UI doesn't mean I am going to answer questions to it.

Curse PremiumNo, but I am guessing they are blocking us. I don't know if they are blocking my ISP (Comcast) or just certain regions of the United States.
I, too, am using Comcast and it says "Not found" for me too.
