r299 (the latest alpha version) bugs out regularly when mousing over player buffs. The release version (3.0.3c) up to the latest alpha have other design issues as well.
Recommend to move to a better supported unit frame addon...if you are not old & lame like me & don't have the non-raid time to get used to a new one. Shadowed Unit Frames, PitBull 4.0 or Stuf are good choices. As is the oUF framework + a well supported layout (or your own layout).

Actually, I *did* post it in Unit Frames section.. Someone moved it yesterday to here, for some odd reason.. Besides, the filename makes it pretty clear it's XPerl, just not WHAT the issue is..

If you are seeing the error in a "popup window" (the default Blizzard error frame), the issue is that there is a bug in the addon. A bug that is best brought to the attention of the author, as per gramg's suggestion above. If the author will actually look at the bug is an entirely different question (and is related to why I suggested to look at other unit frame mods with more responsive authors).
With most addon bugs that happen during typical behavior (such as mousing over a buff icon as you reported), there is often little a user can do to avoid encountering them again before the addon is fixed. The extent of it is to try not to repeat the behavior which caused to bug to originally happen. Which--depending on the behavior--may make the mod inconvenient to use or totally unusable.
Yep, upgrade to a newer version (the release or alphas) and see if the problem repeats. I can unfortunately guarantee you will get different mouse-over-buff errors/bugs using the latest r299 in WoW 3.1.3 if you are also using Auctioneer (release v5.5.4293).

It certainly does if you find a different unit frame addon that works well for you and doesn't have the same issues. Something I'm trying to gather the momentum to do.
