Amazon has it dated to come out at the end of July of this year. I want to get the book but I'll probably wait for the 2nd edition since I haven't gotten around to it yet.
It also struck me as odd that it looks like it goes in-depth into making frames via XML when noone does it that way any more. I the book dovetails it well into the subject of doing it via Lua instead.
According to http://wowprogramming.com which is the authors' combined site, they suggest the July of this year is unrealistic, if only because they just got the deal to write the book recently. In other words, that is just Amazon's way of getting people to preorder.
The other thing about Amazon's information is the description is more or less copied from the current edition, subject to change, and most likely is going to be completely different.
I personally wouldn't wait for the new edition given the above information, but that's just me.

Well, whenever the second edition comes out, I'll buy a copy. The first one was just too good.
I am still advising the OP to get the first edition, even if the second does miraculously show up in book stores in July. Mainly because he is trying to write an addon now, and not in a few months, or next year.
Hopefully the second edition will cover some Ace material, but I am not hopeful.
They're probably trying to remain framework-neutral, and I don't think all of the authors use Ace themselves. It would be nice to get a chapter or two on Ace3 though :p

I've never read the WoW Programming book. Looking at the code of existing addons, and reading the documentation for the WoW API (and any libraries I wanted to use) was enough for me. Plus, looking at other people's code and reading online documentation doesn't cost any money, and is easier to refer to while you're coding than having to trying to prop up a book near your monitor and flip through it to find specific information.

Sounds more likely to be the publisher's doing, as people are saying other bookstores are giving the same date: http://wowprogramming.com/forums/book/193
Also, it looks like they got the green light on the 2nd edition in January, but I'm not holding my breath.
