Yah, you could say it that way. Essentially LibDataBroker (LDB) mods allow you to use the display of your choice to display the mod. LDB mods by themselves do not do anything. In the same vein LDB "Display" mods do not anything by themselves. You need both the LDB mods and LDB "Display" mod to get any use of LDB mods.

Many FuBar plug-ins can be hooked to LDB display mods with the mod Fubar2Broker however its a bit of a hack and thus results may vary. Hopefully the various FuBar plug-ins will get LDB support "baked in".
Basically, instead of having FuBar_QuestsFu that's bound to FuBar, and Titan_Quests that's bound to Titan Panel, you would just have QuestHelper that can display on FuBar, Titan Panel, Barrel, ButtonBin, Carousel, Fortress, StatBlockCore, or any other display addon that supports LibDataBroker.
It gives users more flexibility to display stuff how they want, and gives developers the freedom to focus on their addon's features, rather than having to deal with supporting a bunch of different display addon's different APIs.
Currently you can "convert" FuBar plugins to LDB plugins using FuBar2Broker, and "convert" FuBar to display LDB plugins (in addition to FuBar plugins) using Broker2FuBar.
Or, you can just use a native LDB display addon. There are the ones Lykofos listed, as well as Barrel and ButtonBin. Of all of them, ButtonBin and Titan Panel are the most FuBar-like.
