HeyFu has been my favorite IM/Tell management add-on forever but for some reason it seemed to stop working a while ago. I recently had to reinstall windows and WoW, etc and now I cannot seem to find a working version of HeyFu. Can anyone help?

Installed properly, the latest version works just fine.
Sounds like you are using WAU and using something other than its default settings (you must "include externals"). Or getting it from somewhere else and not unzipping it properly. Or getting it from still somewhere else where the libraries are not included.
To make it work, download it from this link: HeyFu. And be sure to unzip it to the proper location, _including_ the folder paths.
If you don't know how to unzip mods properly, check out FAQ:Installing Interfaces ("If you want to manually install your mods...").
I have never had any problem installing an add-on in 4 years of Wow. I extract it to my desktop, I then cut and paste it into the same folder all my other add-ons are in. I tried your download and still am not finding it working.

I misread your post. The link Zidomo posted (http://files.wowace.com/FuBar_HeyFu/FuBar_HeyFu.zip) does have that library included, so it should work if it is installed correctly and not being overwritten by an updater (if you use one).
Open your AddOns folder, then your FuBar_HeyFu folder, then ensure that there is a Libs folder inside that has yet another folder inside named AceHook-2.1 with the files AceHook-2.1.toc and AceHook-2.1.lua inside.
Also, make sure that you completely exit WoW before trying to run an addon that you've installed or updated.
