This dialog really doesn't provide -anything- of value, I can't understand why you all want it back.
It is a very visible clue that you can repair "now".
Auto-repairing has the issue that you loose control. But the default interface does not provide a noticeable way of reminding you that you can/should repair. The repair icon is mostly gray, so the enabled state doesn't really stand out on its own.
There's a difference between having the information available somewhere and being notified of some event. The popup serves this purpose.
